The services of Pacific Powertech were retained by Covanta Energy to replace five (5) existing minimum oil circuit breakers and the associated electromechanical protection relays with ABB VD4 vacuum breakers and SEL 751A relays.

During the sixteen (16) hour working window, all protection and controls were also upgraded, programmed and commissioned by Pacific Powertech. Additional safety features were utilized when programming the protection relays such as the “Time Delayed Open/Close” function, which allows electrical workers to operate the breakers from a safe distance, significantly reducing the exposure and risk to site personnel.

All engineering, design, and site installation work was performed in-house by Pacific Powertech Inc.

Project Description: Maintenance Testing

The services of Pacific Powertech (PPI) were retained by Zellstoff Celgar to complete NETA Maintenance Testing of the Zelstoff Celgar Kraft Pulp Mill 66kV Substation and associated protection and controls. Comprehensive switching and isolation procedures were created in order to maintain a majority of the main substation, over a five (5) day period, without any outages that would negatively affect the plant’s day-to-day operations. Transformer leak repairs and soil/gravel replacement was also completed during the maintenance shutdown.

Project Description: Maintenance Testing and Repairs

The services of Pacific Powertech (PPI) were retained by Metro Vancouver to complete NETA Maintenance Testing of the main 64kV Substation and associated protection and controls. Several on-site repairs were performed on inoperable 64kV disconnect switches and failing 69,000V-120V potential transformers. All repairs and maintenance was performed in accordance with the predetermined schedule while maintaining normal power to the plant in order to avoid any negative effects to day-to-day operations.

Project Description: Commissioning

A new protection panel driven by SEL451 protection automation relays was installed at Iona Island WWTP to replace the older protection relays for the two main 12.5kV BC Hydro feeders. Iona Island WWTP is considered a power co-generation plant so the new protection panel was installed to meet the requirements of BC Hydro. Pacific Powertech carried out the commissioning of the new protection panel and performed verifications of all tie-ins with existing equipment. Part of the commissioning included performing witness tests on the protection relays and SCADA metering for BC Hydro as well as adhering to extremely tight customer shutdown schedules to complete wiring tie-ins and testing.

This project at Teck Metals Plant in Trail, BC involved Pacific Powertech leading a testing crew of 50+ personnel to perform preventative maintenance, equipment repairs and upgrades as well as new equipment commissioning on electrical apparatus and protection/controls. The Project duration was three weeks and the scope of work involved equipment ranging from 600V – 60kV.

Client: Neptune Bulk Terminals 66 KV-15 KV Substation & Stacker Projects

Project Description: Acceptance testing & commissioning

This substation is fed at 69 KV through a compact Siemens primary switchgear and the two main substation transformers are designed to accept Pfisterer (plug-in) cable connections. The secondary system consists of 15 KV Arc Resistance switchgear. Schweitzer (SEL) protective relays were exclusively used with a protection scheme that included Goose Messaging.

Pacific Powertech (PPI) was hired to complete the Acceptance Testing and Commissioning of the 69 KV and 15 KV main power system including Ground Impedance testing and Hi-Pot VLF testing of all 15 KV cables. The Acceptance Testing was satisfactorily completed.

PPI continues to be active at the Neptune site on several of their downstream projects such as Early Works, Main Works and the Craig Projects, all related to the new Stacker.

PPI worked closely with Lex Engineering who were the electrical consultants on this project.

Client: Mt Milligan Open Pit Copper & Gold Mine

Project Description: Construction

The site is served by a 230 KV BC Hydro Feeder. Pacific Powertech Inc. (PPI) was hired to complete the NETA Acceptance Testing and Pre-Commissioning of all the downstream 25 KV and 4.1 KV substations, 4.16 KV MCC’s, Mill Motors, 600 V switchgear and MCC’s including all the Protection Control Systems for the major process areas of the mine including Primary Crusher, Pebble Crusher, Reclaim Water Pumping Station, Sag Mill, Ball Mill, Generator Substation. GE SR 745 SR 750, MPR 746 transformer protection, feeder protection and motor protection relays were widely used. The consultants on this project were Fluor Canada and AMEC.

Project Description: Acceptance testing

The construction of this all new Internet Data Centre fed at 25 KV from BC Hydro included 25 KV Outdoor Switchgear, Vacuum Circuit Breakers, Power Transformers, Reactors, Chokes and a host of 4.16 KV Switchgears each with multiple feeds and sophisticated High Impedance Differential Protection Schemes, utilizing Schweitzer (SEL) protective relays, some with mirrored bits.

Pacific Powertech (PPI) was hired to complete the NETA Acceptance Testing and Pre-Commissioning of the complete system but in order to meet the client start-up schedule, PPI was asked to compress its schedule from 12 to eight weeks. While working under these unusual time constraints, PPI successfully completed the project ahead of time allowing partial energizing one week earlier than was requested.

The consultant on this project was Constantini of Pennsylvania and the design-build company was Skanka Canadian Construction Company.

Project Description: Commissioning

Pacific Powertech Inc. (PPI) was hired to commission and energize eight new 60kV/138kV substations along the pipeline route from Northern BC to Vancouver.  The scope of the work included full apparatus testing, point to point checks and full protection and control testing & commissioning.  Transformers were supplied by Northern Transformers, circuit breakers by Areva, and protection equipment from SEL.  This project began in the fall of 2006 and was completed in the summer of 2007.

Project Description: Maintenance

Pacific Powertech Inc. (PPI) provided routine electrical shutdown maintenance testing services on two large rectifier transformers.  Testing included doble insulation power factor, winding resistance, turns ratio, core ground insulation and dissolved gas plus five ASTM oil quality tests per unit.  All testing procedures were provided in accordance with the NETA (International Electrical Testing Association) 2011 maintenance testing specification (MTS).  PPI also provide routine maintenance services on plant 60kV, 15kV, and 600V switchgear and protection/control equipment.
